WHY 70% OF PARAGUAYAN PEOPLE DOESN’T APPROVE THE CURRENT GOVERMENT?

This week we find out, through different media, with the survey taken ahead by the company First, Analysis and Studies, belonging to Francisco Caplim, where the carried out sampling shows clearly the widespread disapproval to the facto government of González Macchi.
The survey of First was made between February 7th and 11th, among those registered in the national census, elders than 17 years. A total of 422 cases were surveyed in Asunción and other the towns as San Lorenzo, Lambaré, Luque, Fernando de la Mora, Capiatá, San Antonio, Areguá and Nueva Italia. The survey was made by areas, with correction for sex quotas, age and socioeconomic level.As it can be seen in the right frame, 70,3% does not approve the administration of González Macchi and only 20,2 % approve it. If we add to this the perception that the citizenship has about the general situation of the country with 57,5% that answer "very bad"' and 30,1% that answers "bad"', we are in front of a disappointed society.

This negative perception seems not to have any political cost to the argañism, since its pre-candidate to the vice-presidency of the Republic, Félix Argaña, heads the preference of an eventual national electorate with 19,9%, followed by Enrique Riera with 15,3%, Guillermo Caballero Vargas with 6,7% and Julio Caesar Franco with 5,8% (middle frame).

Beyond the crisis that the coalition is now passing on, and in which one the Liberal Party seeks to take out advantage (now they want to appear as the good boys of the movie), please allow us to make a small summary of the political map of what it was called a "Government of Coalition", it will be able, through this way, to understand the reasons by which each other of the Paraguayan people manifested this way in the above mentioned survey.

GOVERNMENT OF NATIONAL UNIT

When the facts of the "Paraguayan March" took place, the new government was integrated with representatives of the Colorado Party (Movement for Colorado Reconciliation), of the PLRA (Liberal Party) and of the National Encuentro.
The conformation of the representatives of the Movement for Colorado Reconciliation (MRC) it is easy to appreciate, by the way in which the "positions were distributed" inside the government.
* A first group managed by Senator Juan Carlos Galaverna (calé) and integrated, in their basis, by Juan Ernesto Villamayor, Carlos Podestá and Juan Manuel Morales. We could say that this it is the most dangerous group for their voracious appetite of power and because they have the non restricted support of entrepreneurs with great economic influence. Among these it stands out Eduardo Nicolás Bó (Mbílo Bó), owner of the Daily NOTICIAS and of CARDINAL Radio, adding to the danger of this group, their new alliance with Engineer Wasmosy.
The representative of this group and in charge of manipulating every president's González Macchi steps, it is, precisely, Villamayor, General Secretary of the Presidency, who also has full and absolute control of all the privatizations.
This group has been located in important positions of the Government (Podestá at CONANTEL and Morales at the Superior Tribunal of Electoral Justice) or it has act as godfather in the appointment of its followers in positions of relevance inside the Public Administration.
Let us remember that Galaverna and Villamayor are syndicated as accomplices of Edgar Cataldi (former -president of the BNT) in the peculation of that bank.
They respond unconditionally to the interests of that group the current Ministers: of the Internal Affairs (Walter Bower) and of Public Works (José Alberto Pages).
* The second group that comes off from the MRC, is "The Family Argaña", represented by Nelson (Minister of Defense), Félix (Municipal Councilman), José Emilio (President of the National Bank of Development) and, in general all the brother-in-laws, cousins and other relatives who all have consented to positions in the Public Administration.
It is said by a proverb that: Just a button as sample..., that’s why this example will be enough.
Tati Sóla (husband of Pacholi Argaña) was named as Member of the Itaipú Binational Council of Itaipú and every money transferens of the State should be necessarily carried out in the Notary’s office of Pacholi Argaña and Shyrley Hermosa (wife of Nelson Argaña)...
* As it could not be otherwise, in such a banquet, it could not lack that "stone guest" (third in the summary), and this is President González Macchi himself who, in fact, it has been able to impose some smaller entity appointments in the Public Administration.
It is not necessary to emphasize that he lacks absolutely of conditions, he is a man lacking character and pusillanimous and that he will never have imagined to consent to so important investiture to which he was took by the circumstances.
* The fourth group is conformed by a militancy inserted in the MRC. It is represented by Bader Rachid Lichi (that doesn't have any influence in the government), Martin Chiola (he administrates his feud, the Ministry of Public Health and Social Welfare), Darío Filartiaga (I.P.S) and Enrique García Zúñiga.
In general lines this group doesn't interfere in the important decisions and they are very grateful to be allowed to make money in their respective distributions.
* Finally, the fifth group occupies the sector of Nicanor Duarte, that has really disappeared as Movement and that they have been integrated totally to the MRC.
In the same way that those of the previous case, they are grateful that they allow them to occupy positions (Ministry of Education) or the Yacyreta Binational Entity (Dr. José Alberto Alderete), among others of smaller entity.
Belonging to the participation in the Government of Coalition, through the National Encuentro Party, the representatives of the same one belong, basically, to the official sector of those managed by Senators Euclides Acevedo and Mari Paz Castaing. Likewise, Guillermo Caballero Vargas, tries to be secured in the Ministry of Industry and Trade, in spite of the attacks made by Senator Galaverna who would want that position to one of his follower, to be able to win some more guaranies (money).
The Authentic Radical Liberal Party (PLRA) entered in this coalition, we could say, with the left foot. Initially those designated as Ministers of the Government belonged to any of the two big movements: the Popular Movement For the Change who rushed as candidate to Dr. Miguel Abdón Saguier, and the Change For the Liberation who promoted the Deputy Luis Alberto Wagner.
In the case of the Minister Wagner, he was objected as well by one’s own as by strangers. Accused for the discretionary and not very transparent handling in their public function. The directory of its own party realized his intention of being projected as candidate to president of the PLRA, taking profits of the advantages of the position and with the argument of not respecting the Directory of the Party, that request his change proposing a tern of candidates being designated the Deputy Denis (Movement Piri) allied to the officials of the PLRA.
The case of Dr. Saguier (Chancellor) it is that he was victim of the attack of Senator Galaverna and their allies: Mbilo Bó (Daily Noticias and Cardinal Radio), Mina Feliciangeli and Victor Benítez (Radio One, property of Engineer Wasmosy), reason by which at the time of the rejection to the application of extradition of Lino Cesar Oviedo from the Argentine Republic, it was took an advantage the situation and president González Macchi requested him the renouncement, designating Dr. José Félix Estgarribia (Change for the Liberation and ally of Galaverna).
It is not necessary to emphasize that Estigarribia has renounce giving reasons that are in public knowledge and taking note the intention and political decision that the PLRA decide to move away of the Government of Coalition.

CONCLUSION

All these antecedents, that the citizens of Paraguay knows, don't make any more than to show the prebends, the corruption and absence of prejudice of those who integrate this coalition régime that has come to impoverish and to sink in the misery to the Republic of Paraguay.
People are not fools, they cannot deceive him any more. Let us add to these antecedent that in Paraguay it doesn’t exist a State of Right, it doesn’t exist judicial security and, less still, it doesn’t exist democracy.
There it is more, the current régime has made a clear violation of the Constitution with a verdict (because it is not anything than that) of the Supreme Court of Justice that without being part and being that nobody consulted him, determined that González Macchi should continue until the year 2003, violating the Articles 137 and 234 of the National Constitution of Paraguay, and becoming, in consequence in a DE FACTO GOVERNMENT, and therefore subject to the clear constitutional stipulations

Which other explanation somebody will want to find in front of the result of the survey that initially summoned us?
