As it is notorious, this complete mare magnum of facts that left happening and that finally ends in the present situation, known by everybody, it has its beginning in the movement that finished with the authoritarian government of the Gen. Stroessner. In the month of February, 1989, the at that time Colonel Lino Cesar Oviedo, participated in this movement that brought to the Republic of the Paraguay new times in its walking toward the democracy and unto the reorganization of the institutions in freedom.

At that time it raises to the Presidency of the Republic Gen. Andrés Rodriguez who puts in the hands of Gen. Oviedo the responsibility of performing the Command of the Army as worthy relating dutiful of the recently born democracy.

This responsibility continued being carried out without any sudden fear during the government of President Rodriguez, even after1993, and also under the administration of the first civil president, after that authoritarian period, by Eng. Juan Carlos Wasmosy.

At the first times of his government, the administration of President Wasmony generated a real expectation in projecting the country toward the progress and the modernity. However, little time after the election, government's effectiveness began to be putted into doubt. A continuous series of misunderstandings between the President and the National Parliament placed an important component in the latent crisis.

The evidences that a freak of an uncover corruption, in permanently and carefully growth, that concerned directly some members of the Executive, put into check President Wasmony, and without parliamentary majorities, without the support of legislators of its own party, the Colorado one, trying to sustain on the government, also harassed by the accusations of corruption and graft, have weakened the presidential figure, not only in WasmosyÍs personal face, but fundamentally in its meaning as relating institutional of the Paraguayan people.

All these facts were not ignored by the Gen. Oviedo, but it was not in their hands to solve the conflict and the political blockade, since this didn't constitute a matter of his specific duty.

Amid a latent conflict of powers between the Executive and the Legislative, the facts that happen during April 22^nd , 23^rd and 24^th , 1996, who they were presented suddenly before the national and international public opinion and as an intent of coup dÍetat promoted by the Gen. Lino Cesar Oviedo, that it wasnÍt such but that tha information about it was exploited and manipulated the information by who holds the Paraguayan Executive, to orchestrate changes that it could not have been executed in no way because it exist an opposite and an adverse parliamentary majority.

The historical events of April 22^nd , 23^rd and 24^th.

As consequence of the facts that come to pass, it began a lawsuit without accusation upon the Court of First Instance in the Criminal Affairs, from the 1^st, Duty of the city of AsunciŃn, drawing up an investigation and confirmation of the detailed facts. It fits into highlight that Gen. Lino Cesar Oviedo has been relinquished of any blame by the same Court. At the same time and in a clear maneuver to harm Gen. Oviedo, it is created an Extraordinary Military Tribunal (TME), who is absolutely unconstitutional, it since seeks to pass judgment on, in a new trial, in this case of military affairs, against the Gen. Lino Oviedo, acquitted in a same lawsuit that it is sought to be judge again. This way amid this absurd judicial disorder, this TME condemns the Gen. Oviedo to 10 years of imprisonment. All this was taken ahead by insistent prosecutors that sought to refloat a judicial instance already concluded by the empire of the law of judged suit, entreating an unconstitutionality action upon the Supreme Court of Justice that accepts, in an obsequious way, with the ruling power.

In those circumstances, the defense of the Gen. Lino Oviedo culminates in the same moment that all the internal resots foreseen by the Paraguayan legislation are exhausted . ThatÍs why he should revert upon the Inter-American Commission of Human Rights and to the Organization of American States (OAS), in order to request the shelter in order of the ravish, by the Paraguayan government, of the rights protected in the Pact of San José de Costa Rica.

During 1997 and while this whole hard judicial process lapsed, Gen. Lino Cesar Oviedo, converges to the urns, for the internal elections of the Party Colorado, being imposed in this scrutiny the formula OVIEDO - CUBAS GRAU (September 23^rd , 1997). This formula would represent and it would contest in the presidential elections foreseen for year 1998. Obviously that this didn't please their rivals who began working by no means, to disable the figure of Lino Oviedo that he was profiled as the future president of the Paraguayans. And it couldnÍt be expected another result, since the "institutions" of Paraguay responded sordidly to the ruler on duty and to shot and to those who had made privately pact with him.

Already resigned, Lino Oviedo, opens the way to a new formula that would be presented in the elections of 1998 and that it would triumph: CUBAS GRAU - ARGAăA. This formula triumphs, finally, in the presidential elections.

It is so that in regard to fulfilling the constitutional and legal precepts and with the international agreements subscribed by the Paraguayan State, the administration presided over by the Eng. RaĎl Cubas Grau (new president of Paraguay) takes over all those legal procedures with the purpose of guaranteeing to Gen. (S.R.) Lino Cesar Oviedo - as well as he would make it with any other citizen of the Republic - the full and total exercise of their legal rights inside the legal frames. The same President Cubas Grau, assumed the responsibility before the Honorable Council of the Inter-American Commission of Human Rights, that he will of communicate all the procedures that will be carried out, relating to the situation of Gen. (S.R.) Lino Cesar Oviedo.

This political decision of President Cubas Grau generates a political and parliamentary confrontation, where the pressures of the opposition, wanting you to base themselves in the facts already judged by the courts in the last administration and that like they have been able to check up, corrupted of legal and unconstitutional nullity, they tried by all possible means to give in the democratic posture and as a guarantor assumed by the President of the Nation. All this intent was in vain according to the constant negative of Eng. Cubas Grau.

It was obvious that the opposition, with a fully contained load of hate and bitterness against the figure of the Gen. Oviedo, would not stay in crossed hands. The question that all the observers asked ourselves was: Which would the following gamble be?...

This is the crucial moment, the instant in which one of the most reproof and calamitous facts takes place in becoming of the humanity's history: a great murder: that means to attempt against the life of those that have been invested by the popular decision of the vote. About Dr. Luis MarŐa Argařa, it is said that he dies March 23^rd ,1999 at 8:50 in the morning, approximately. In a neighborhood of City of Asuncion, the van that drove him toward the offices of the Vice-presidency of Paraguay, it is stopped by a vehicle from which three people descend and they shoot with weapons of different calibers. It is shown to the international public opinion the size result of the attack: "The death of the Mr. Vice-president from the Paraguay, Dr. Luis MarŐa Argařa; one of their custodians Sub-official Francisco Barrios Gonzŕlez and wounded within supreme graveness the chauffeur Mister Victor Barrios Rey" Far we were, at that time, of figuring out what today it is known as a great plot to destabilize the Paraguayan government, legally elected in urns, to give up a noted political figure as Dr. Luis MarŐa Argařa was and to take Gen. (S.R.) Lino Cesar Oviedo definitively out from of the political and democratic scenario.

As a result of the assembly of a street farce, it is that today, Lino Cesar Oviedo as well as all the followers of the UNACE (National Union of Ethical Colorados), " oviedists ", or however it wants to call them or been where they are, they are politically pursued.

Relatives of missed Dr. Argařa have offered, in an appeased style of the far west, an amount of 100.000 American dollars for "the head of Lino Oviedo" (some journalistic sources, assure that the offered reward is $ 1.000.000 given dead, and $ 2.000.000 given alive). As it is able to be appreciated, they attack in an unseasonable way, against somebody to whom the justice has not judged neither emitted condemnation concerning the motive of what they actually seeks it to him to accuse.
